National News: The Punjab Right to Business Act, 2020 came at a time when small industries in the state were struggling to start new units. Chief Minister Bhagwant Singh Mann believed that if Punjab wanted to become a hub for investment, the first step was to make things easier and more reliable for small entrepreneurs. From this thought, this law was created, which has now become the foundation of Punjab’s industrial progress. Under CM Bhagwant Singh Mann’s leadership, the state government has made major improvements in the industrial field. One of the biggest reforms is the Punjab Right to Business Act, aimed at helping Micro, Small, and Medium Enterprises (MSMEs) start their businesses easily. Earlier, small industries needed approval from several departments, but now all that has been replaced by one system the Self Declaration Model, based on trust and honesty.

Easy Online Process for Entrepreneurs

Now, any businessperson can start their industry just by submitting a ‘Declaration of Intent’ online. After submitting this, the government immediately issues a Certificate of In-Principle Approval, allowing the entrepreneur to begin work or production without waiting for further permissions. This is a great relief for small traders who earlier wasted months in official procedures. Today, setting up a business in Punjab means “start work first, complete paperwork later.” The entire process is done online through the Invest Punjab Portal, from application to approval, making the system fast, transparent, and almost free from corruption. This use of technology has become a true example of good governance for small entrepreneurs. Under this law, industries get a three-year relief period where they don’t need factory licenses, environmental permissions, or labor department clearances. Unless a serious complaint is received, no department can carry out inspections. This has given small business owners the freedom and courage to begin work without fear. After three years, when their unit becomes stable, they can get all the required permits. This new approach is based on trust between the government and entrepreneurs, encouraging growth and confidence.

District Bureau of Enterprise Brings All Facilities Together

To make this policy effective, the government has created a District Bureau of Enterprise (DBE) in every district. The bureau not only helps with paperwork but also acts quickly on new investment plans. This saves time and increases openness in government work. The DBE, led by the Deputy Commissioner, offers all services in one place application, document checking, certificate approval, and grievance redressal. Before this, business owners had to visit many departments, but now everything is done under one roof. This shows how serious the Punjab government is about ensuring transparency and improving the Ease of Doing Business. This scheme has given new life to thousands of small entrepreneurs across Punjab. According to government data, hundreds of new units have started under this policy, creating jobs for more than 4,000 young people and attracting over ₹400 crore in investments. Cities like Ludhiana, Mohali, Amritsar, and Jalandhar have seen new energy in the industrial field. Entrepreneurs share that where their files once got stuck for months, now the same process is completed within days. Punjab’s industrial system has now become easier, safer, and more welcoming for investors.
